ANNUAL DISTRICT ELECTION, BUDGET VOTE AND BUDGET HEARING
-TO: THE QUALIFIED VOTERS OF THE WEST IRONDEQUOIT CENTRAL SCHOOL DISTRICT
NOTICE IS HEREBY GIVEN that the election of the members of the Board of Education and the vote on the budget for the fiscal year July 1, 2026 to June 30, 2027 will be held on Tuesday, May 19, 2026, at the St. Paul Blvd. Fire Department between the hours of 6:00 a.m. and 9:00 p.m. (EDST), the address of said fire department being 433 Cooper Road in the Town of Irondequoit, Monroe County, New York.
AND NOTICE IS ALSO GIVEN that the budget hearing for the West Irondequoit Central School District will be held on May 7, 2026, at the District Office, 321 List Avenue, Rochester, NY at 7:00 p.m. (EDST), for the presentation of the budget of the necessary funds to meet the estimated expenditures for the fiscal year July 1, 2026 to June 30, 2027.
AND NOTICE IS ALSO GIVEN that copies of the statement of the amount of money which will be required for the ensuing year for school purposes, exclusive of public monies, may be obtained by any resident in the District during the fourteen days immediately preceding the budget vote and at the vote, except Saturday, Sunday, or holidays, at each of the schoolhouses in the District and the District Office, 321 List Avenue, Rochester, NY, between the hours of 8:30 a.m. and 3:30 p.m. (EDST).
AND NOTICE IS ALSO GIVEN that petitions nominating candidates for the office of member of the Board of Education must be filed with the Clerk of the District not later than 5:00 p.m. (EDST), April 20, 2026. The following vacancies are to be filled on the Board of Education:
The term - 3 years, commencing July 1, 2026 - present incumbent: Victoria Bournival
The term - 3 years, commencing July 1, 2026 - present incumbent: John Vay
Vacancies on the Board of Education are not considered separate, specific offices and the nominating petition shall not describe any specific vacancy upon the Board of Education for which the candidate is nominated.
Each petition must be directed to the Clerk of the School District, must be signed by at least thirty-six (36) qualified voters of the District, must show the residence of each signer and shall state the name and residence of the candidate.
AND NOTICE IS ALSO GIVEN that applications for absentee ballots for the school district election and budget vote may be obtained from the office of the District Clerk, 321 List Avenue, Rochester, NY. Completed applications must be received by the District Clerk at least (7) seven days before the election if the ballot is to be mailed to the voter, or the day before the election, if the ballot is to be picked up personally by the voter. A list of all persons to whom absentee ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the election except Sundays, and will be available in the polling place on the day of the vote and election. Completed absentee ballots must be received in the office of the District Clerk no later than 5:00 p.m. (EDST) on Tuesday, May 19, 2026.
AND NOTICE IS ALSO GIVEN that applications for military ballots for the school district election and budget vote may be obtained from the office of the District Clerk at 321 List Avenue, Rochester, NY, [585-342-5500] or [Jenna_Lustig@westiron.monroe.edu]. Military voters as defined by Commissioner's regulation § 122.2(f), who are qualified voters of the District, must submit completed applications no later than 5:00 p.m. (EDST) on April 23, 2026. Such voters may indicate their preference for receiving an application by mail, fax or email. Completed military ballots must be received in the office of the District Clerk no later than 5:00 p.m. on Tuesday, May 19, 2026.
AND NOTICE IS ALSO GIVEN that early mail ballots may be applied for at the office of the District Clerk. A list of all persons to whom early mail ballots shall have been issued will be available in the office of the District Clerk on each of the five days prior to the day of the vote except Sundays, and such list will also be posted at the polling place or places for the vote.
AND NOTICE IS ALSO GIVEN that the following propositions will be submitted for voter approval at such time:PROPOSITION #1Shall the following resolution be adopted to wit:
Resolved that the Board of Education of the West Irondequoit Central School District is hereby authorized to undertake certain capital improvements consisting of reconstruction of school buildings and facilities, including, without limitation, roof and ceiling reconstruction, site improvements and the acquisition of certain original furnishings, equipment, and apparatus and other incidental improvements required in connection therewith for such construction and school use, all at an estimated maximum aggregate cost of $1,855,000; and to appropriate and expend from the existing capital reserve fund $355,000 for such costs, and that the balance of the costs, or so much thereof as may be necessary, shall be raised by the levy of a tax to be collected in annual installments, with such tax to be offset by state aid available therefor; and, in anticipation of such tax, debt obligations of the school district as may be necessary not to exceed $1,500,000 shall be issued.PROPOSITION #2Shall the following resolution be adopted to wit:
Resolved that the Board of Education of the West Irondequoit Central School District Is hereby authorized to request additional state aid for energy savings contract improvements under an energy performance contract previously authorized by the board of education; which energy savings contract requires additional voter approval to be eligible for additional enhanced state building aid.
The School District, acting as lead agency to the extent necessary, if any, for this purpose under the State Environmental Quality Review Act and the applicable regulations promulgated thereunder ("SEQRA"), has completed its environmental review and, on March 19, 2026, has duly determined and found the purpose set forth in each proposition to be a type II action under SEQRA which will not have a significant impact on the environment and is not subject to any further environmental review under SEQRA.
