NOTICE OF FINDING OF NO SIGNIFICANT IMPACT ON THE ENVIRONMENT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS -Monroe County Department of Planning and Development Community Development Office 1150 City Place, 50 West Main Street, Rochester, NY 14614 585-753-2000 mcplanning@monroecounty.govREQUEST FOR RELEASE OF FUNDS On or about May 22, 2026, Monroe County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of funds from one (1) HUD funding program to undertake one (1) project. Monroe County will authorize CDS Monarch for CDS Meadowside Apartments, LLC to submit a request to the US Department of Housing and Urban Development (HUD) for the release of Project-Based Voucher (PBV) program funds, funds under Section 8 of the United States Housing Act of 1937, (42 U.S.C. § 1437f), as amended, to undertake a project known as "CDS Meadowside" for the purpose of the acquisition and complete renovation of a vacant apartment building, located at 4560 Fairport Nine Mile Point Rd, Fairport, NY 14450. Fairport Urban Renewal Agency (FURA) as local administrator of the HUD PBV program, has committed vouchers for eight (8) units. The total project cost is budgeted at $21,963,426. CDS Meadowside will involve the acquisition and complete renovation of a vacant apartment building, located at 4560 Fairport Nine Mile Point Rd, Fairport, NY 14450. It will have sixty-nine (69) apartment units it total, fifty-six (56) one-bedroom units and thirteen (13) two-bedroom units. Units will range in size from 572 square feet to 852 square feet. The building will provide housing, as well as supportive services, for low-income seniors making below 50 and 60 percent of the area median income (AMI.) The first floor of the elevator building will include apartments and common areas including: lounges, on-site laundry, trash collection rooms, kitchen, dining rooms and a library. The first floor will also have space for a maintenance room, boiler room, offices and facilities for resident services. There will be one elevator and eight stair towers. The second floor will include apartments and common areas including: lounges, on-site laundry, trash collection rooms, and a multi-purpose room. FINDING OF NO SIGNIFICANT IMPACT The County of Monroe has determined that this project will have no significant impact on the environment. Therefore, Environmental Impact Statements under the National Environmental Policy Act of 1969 (NEPA) are not required. Additional project information is contained in the Environmental Review Records (ERRs) on file at the above address and is available for public examination and copying, upon request, between the hours of 9:00 a.m. to 5:00 p.m., Monday - Friday. PUBLIC COMMENTS Any individual, group, or agency disagreeing with this determination or wishing to comment on the projects is invited to submit written comments to the above address on or before May 21, 2026 for consideration by Monroe County. All comments received on or before May 21, 2026 will be considered by Monroe County prior to submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION The County of Monroe certifies to HUD that Adam J. Bello in his capacity as County Executive consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Monroe to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and the Responsible Entity's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Monroe; (b) the County of Monroe has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at the Pittsburgh-Buffalo Office of Public Housing at pittsburghpih.er@hud.gov. Potential objectors should contact the HUD Pittsburgh-Buffalo Office of Public Housing at pittsburghpih.er@hud.gov to verify the actual last day of the objection period. Adam J.
