NOTICE -New York State Department of Environmental Conservation Notice of Complete Application Date: 08/07/2026 Applicant: ROCHESTER YACHT CLUB 5555 SAINT PAUL BLVD ROCHESTER, NY 14617-1062 Facility: ROCHESTER YACHT CLUB 5555 ST PAUL BL VD IRONDEQUOIT, NY Application ID: 8-2699-00148/00024 Permits(s) Applied for: l -Section 401 - Clean Water Act Water Quality Certification 1- Article 15 Title 5 Docks, Platforms & Moorings 1 -Article 15 Title 5 Excavation & Fill in Navigable Waters Project is located: In MULTIPLE TOWNS in MONROE COUNTY Project Description: The applicant proposes to replace the existing fixed docks (28 docks and associated piles) and walkways with 26 permanent floating finger docks, 3 new floating walkways and associated piles. The existing wood/steel piles will be removed, and 41 new 4" steel telescoping piles will be installed. A new sea wall, totaling 877 LF, will be constructed landward of the existing sea wall, except for a 150 LF section on the "East Coast" which will be installed waterward of the existing wall. Following installation of the new sea wall, the existing sea walls on the "North Coast" and "Gold Coast" will be removed. Further, approximately 437 CY of fill will be excavated from behind the existing sea wall along the "Gold Coast." This fill will be used to fill in the old haul-out/launch slip (220 CY) and backfill behind the new sea walls (180 CY); the remaining approximately 37 CY of excavated fill will be distributed on the southeast comer of the Rochester Yacht Club property. All dock and sea wall construction and installation work will take place within the area labeled as Phase ill, consisting of 3 sections, "East Coast," North Coast," and "Gold Coast," on the project plans. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination Project is a Type I action and will not have a significant effect on the environment. A coordinated review with other involved agencies was performed and a Negative Declaration is on file. SEQR Lead Agency Rochester City Bureau of Zoning State Historic Preservation Act (SHP A) Determination Cultural resource lists and maps have been checked. The proposed activity is not in an area of identified archaeological sensitivity and no known registered, eligible or inventoried archaeological sites or historic structures were identified or documented for the project location. No further review in accordance with SHP A is required. Coastal Management This project is located in a Coastal Management area and is subject to the Waterfront Revitalization and Coastal Resources Act.
