PUBLIC NOTICE ROCHESTER CITY SCHOOL DISTRICT REQUEST FOR PROPOSAL -The Rochester City School District is soliciting proposals for:Rochester City School District RCSD Student Transportation (K-12) RFP-DWK-020726-TRANSPSpecifications and official forms may be obtained from www.empirestatebidsystem.com. Proposals must be submitted in accordance with the terms and conditions of these specifications. The board of education reserves the right to reject any and all proposals as may be in the best interests of education in the City of Rochester. All proposals must be submitted to the Purchasing Department at the Rochester City School District, Department of Purchasing, 131 W. Broad Street, first floor, Rochester, New York 14614, no later than 2:30 p.m., (ET), on Wednesday February 25, 2026 The Board of Education will consider the following elements in determining the most suitable proposal with the weighting factor (points) for each element shown below: Criteria (1) the previous experience of the contractor in transporting pupils; 10 Points (2) name of each company that the contractor has been an owner or manager; 3 Points (3) a description of any safety programs implemented by the contractor; 10 Points (4) a record of accidents in motor vehicles under the control of the contractor; 10 Points (5) the driving history of employees of the contractor; 10 Points (6) inspection records and model year of each vehicle under the control of the contractor; 4 Points (7) maintenance schedules of the motor vehicles under the control of the contractor; 3 Points (8) a financial analysis of the contractor; 5 Points (9) documentation of compliance with motor vehicle insurance requirements; 5 Points (10) total cost of the proposal. 20 Points (11) proposal match with desired outcome (service delivery meets need) 15 Points (12) M/WBE; 5 Points TOTAL: 100 For each of the contracts in this proposal, the selection may result in more than one award.
