REQUEST FOR RELEASE OF FUNDS
On or about August 7, 2026, Monroe County will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of funds from one (1) HUD funding program to undertake one (1) project.
Monroe County will authorize Fairport Urban Renewal Agency (FURA) for PathStone Housing Action Corp. to submit a request to the US Department of Housing and Urban Development (HUD) for the release of Project-Based Voucher (PBV) program funds, funds under Section 8 of the United States Housing Act of 1937, (42 U.S.C. § 1437f), as amended, to undertake a new construction project known as "Midvale Phase 2."
It will provide 28 apartments in eight one-story bungalow style buildings: four of these will contain four one-bedroom units side-by-side; the other four will house three units each. All eight structures will be wood-framed, slab-on-grade, with gabled roofs. All utilities are available onsite, and the owner will pay for electricity, water, sewer, and broadband internet service. The lower density buildings proposed in Phase 2 will be sited on either side of the access road that connects Phase 1 to Baird Road. FURA, aka the Fairport Housing Authority, as the local administrator of the HUD Section 8 PBV program, is committing eight (8) Section 8 PBVs for the project, which has a total project cost of $14,362,645. The project will serve Low/moderate income residents and is located within Census Tract 11901 Block Group 2.
FINDING OF NO SIGNIFICANT IMPACT
The County of Monroe has determined that this project will have no significant impact on the human environment. Therefore, Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Records (ERRs) on file at the above address and is available for public examination and copying, upon request, between the hours of 9:00 a.m. to 5:00 p.m., Monday - Friday.
PUBLIC COMMENTS
Any individual, group, or agency disagreeing with this determination or wishing to comment on the projects is invited to submit written comments to the above address on or before August 7, 2026 for consideration by Monroe County. All comments received on or before August 7, 2026 will be considered by Monroe County prior to submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The County of Monroe certifies to HUD that Adam J. Bello in his capacity as County Executive consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the County of Monroe to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of funds and the Responsible Entity's certification for a period of fifteen (15) days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the County of Monroe; (b) the County of Monroe has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD at the Pittsburgh-Buffalo Office of Public Housing at pittsburghpih.er@hud.gov. Potential objectors should contact the HUD Pittsburgh-Buffalo Office of Public Housing at pittsburghpih.er@hud.gov to verify the actual last day of the objection period.
