NOTICE
CITY OF ROCHESTER BOND ORDINANCES
-Bond ordinances, the summaries of which are published herewith, have been adopted June 17, 2026 and the validity of the obligations authorized by such ordinances may be hereafter contested only if such obligations were authorized for an object or purpose for which the CITY OF ROCHESTER, in the County of Monroe, New York, is not authorized to expend money or if the provisions of law which should have been complied with as of the date of publication of this Notice were not substantially complied with, and an action, suit or proceeding contesting such validity is commenced within twenty days after the publication of this Notice, or such obligations were authorized in violation of the provisions of the constitution. Portion of Former Vacuum Oil Refinery brownfield cleanup site
Object or purpose: the environmental remediation of the "Portion of Former Vacuum Oil Refinery" site, which is enrolled as Site No. C828190 in the NYS Brownfield Cleanup Program (BCP) and comprised of approximately 15.4 acres encompassing the ten City-owned parcels (the "Site") specified on an attached list, including remedial design, excavation of contaminated media, backfill, cover system, engineering and institutional controls and a post-cleanup site management plan, all in accordance with the plan approved for the Site by the NYS Department of Environmental Conservation
